I had the same issue, it seems to be a bug that will be fixed in the future, a simple work around is this :
- Don't open Houdini scene through Windows Prism, but first open a vanilla Houdini and open a scene through Houdini's Prism (you can read my post here : https://prism-pipeline.com/forum/topic/project-not-found-could-not-initialize-the-project-browser/#postid-1698
- No idea for your shelf though 😐
